The regulations shift Ontario to an individual producer responsibility model managed by the Resource Productivity and Recovery Authority.

Producers have the option of covering the costs of the program by internalizing the charge into the price of their product or taking care of the cost by paying an environmental handling fee or recycling fee per unit sold.
